Project Brief

The project activity involves the construction of Kola Wind Farm  in the Russian Federation, Murmansk region. Project was executed by PJSC «EL5-Energo». Kola Wind Farm consists of 57 wind turbines and located on an area of 257 hectares. This station is the world's largest operating wind farm located above the Arctic Circle. The project activity involves construction and commissioning of a wind farm. The project activity is a new facility (Greenfield) and the electricity generated by the wind farm will be exported to the to the National Energy Grid of Russia. The project activity will therefore displace an equivalent amount of electricity that would otherwise have been generated by the fossil fuel dominated electricity grid.

Additional Information

Comments made by GCC on 17/11/2025, for the second completeness check , we have made the necessary changes in PSF,  PVR, IRR calculation and emission reduction calculation.

Crediting period will start after registration of project as project is A3 type however we could not mentioned it in crediting period option above, as there is no option available for writing a comment. System also not allowing us to submit without selecting the dates for crediting period hence we have just randomly selected a date which is not actually the crediting period.

Opinion

The GCC Project Verifier Petroltechnica Environmental Services (PES), verify and certify that
the GCC Project Activity ‘Kola Wind Firm’:
(a) has correctly described the Project Activity in the Project Submission Form (version 08, dated 22.10.2024) including the applicability of the approved methodology GCCM001 v. 4.0  and meets the methodology applicability conditions, is additional and is expected to achieve the forecasted real and additional GHG emission reductions, complies with the monitoring methodology, has appropriately conducted local and global stakeholder consultation processes and has calculated emission reduction estimates correctly and conservatively;
(b) is likely to generate GHG emission reductions amounting to the estimated 129860 t CO2eq, as indicated in the PSF, which are additional to the reductions that are likely to occur in absence of the Project Activity and complies with all applicable GCC rules, including ISO 14064-2 and ISO 14064-3, and therefore requests the GCC Program to register the Project Activity;
(c) is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and therefore requests the GCC Program to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+ ) and the Social No-net-harm Label (S+ ); and
(d) is likely to contribute to the achievement of United Nations Sustainability Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 05 SDGs, which is likely to achieve the Platinum SDG certification label (SDG+ ).
