Project Brief

The proposed project activity consists in the implementation and operation of nine new wind electricity generation facilities, Campo dos Ventos I, III and V, Ventos de São Benedito, Ventos de Santo Dimas, Ventos de São Domingos, Ventos de São Martinho, Ventos de Santa Mônica and Ventos de Santa Úrsula, , located in the municipality of João Camara, in the Rio Grande do Norte state, in Brazil. The project activity will employ 110 horizontal-axis aerogenerators. The physical implementation of the project activity started on 05/05/2016, date of the first dispatch of National Interconnected System (Sistema Interligado Nacional – SIN).

The project activity will deliver 1,124,170 MWh/year of renewable electricity to the National Interconnected System (Sistema Interligado Nacional - SIN). In the baseline scenario, electricity delivered to the grid by the project activity would have been generated by the operation of grid-connected power plants and by the addition of new generation sources, as reflected in the combined margin (CM) calculations. Hence, the project activity will promote GHG emissions reductions by displacing fossil fuel-based electricity generation that would otherwise occur.

The verification was performed based on rules and requirements defined by GCC for the project activity. 

Earthood commenced the verification based on the baseline and monitoring methodology CDM methodology ACM0002 – Grid-connected electricity generation from renewable sources – version 21.0/15/ and draft available PSF.

Earthood’s verification approach is based on the understanding of the risks associated with reporting the PA, the monitoring system and the controls to be implemented to mitigate GHG emissions. Earthood planned and performed the verification by obtaining evidence, other information and explanations that Earthood considered necessary to perform the tasks.

The verification team confirms, based on final version of PSF, that:

·     the PA is in accordance with all relevant host country criteria (Brazil) and GCC Project Standard v3.1, Verification Standard v3.1, Environment and Social Safeguards Standard v3.0, Project Sustainability Standard v3.1 and all applicable rules, requirements and clarifications/26/;

·     the PA is in accordance with all conditions of the latest version at the time of GSC of applied methodology CDM methodology ACM0002 – Grid-connected electricity generation from renewable sources – version 21.0/15/;

·     the global and local stakeholders’ consultation has been performed in accordance with host country and GCC requirements;

·     the additionality of the PA was correctly demonstrated;

·     the monitoring plan is transparent, adequate and it is in accordance with the applied methodology;

·     all information has been consistently applied in the PSF;

·     the PA is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and is likely to achieve Environmental No-net-harm Label (E+), Social No-net-harm Label (S+) and to contribute to the achievement of United Nations Sustainability Development Goals (SDGs);

·     the PA complies with all the applicable requirements of the GCC Program and ICAO’s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units/25/ for ACCs issued for the period between 01/05/2017 (start of crediting period) and 31/12/2020. Therefore, it is requested to GCC Steering Committee to append CORSIA Certification label (C+);

·     the PA is likely to achieve the estimated of 346,941 tCO2e per year.
