Project Brief

The proposed project activity consists in the implementation and operation of a new solar photovoltaic electricity generation facility named Brígida and Bon Nome.
Brígida Photovoltaic Plant, with a nominal power of 63 MW occupies a total area of 193,98 ha. The areas are in the rural area of the municipality. Meanwhile, Bon Nome Photovoltaic Plant has a nominal capacity of 101 MW.
The project's installation is strategically located near the Bon Nome Substation of Companhia Hidro Elétrica do São Francisco (CHESF). The transmission of the energy generated by the project will be immediately carried out via a 230 kV dual circuit transmission line.
The area is 7.8 km from the centre of the city of São José do Belmonte and can be accessed in several ways, but the main access is from the centre of São José do Belmonte, travel 4.3 km along Highway PE-430 towards the district of Bon Nome and turn left into a village (Fazenda Várzea), traveling 3.5 km on a dirt road to the area.

The project activity will deliver approximately 404,849 MWh/year of renewable electricity to the National Interconnected System (Sistema Interligado Nacional - SIN). In the baseline scenario, electricity delivered to the grid by the project activity would have been generated by the operation of grid-connected power plants and by the addition of new generation sources, as reflected in the combined margin (CM) calculations. Hence, the project activity will promote GHG emissions reductions by displacing fossil fuel-based electricity generation that would otherwise occur.

Opinion

ESPL was contracted by Future Carbon Holding S.A to conduct the verification of GCC project activity “Brigida and Bon Nome Renewable Energy Project”, in Brazil. The verification was performed based on rules and requirements defined by GCC for the project activity.

ESPL commenced the verification based on the baseline and monitoring methodology CDM methodology ACM0002 – Grid-connected electricity generation from renewable sources – version 21.0 and draft available PSF.

ESPL’s verification approach is based on the understanding of the risks associated with reporting the PA, the monitoring system and the controls to be implemented to mitigate GHG emissions. ESPL planned and performed the verification by obtaining evidence, other information and explanations that ESPL considered necessary to perform the tasks.

The verification team confirms, based on the last version of PSF, that:

·     the PA is in accordance with all relevant host country criteria (Brazil) and GCC Project Standard, Verification Standard, Environment and Social Safeguards Standard, Project Sustainability Standard and all applicable rules, requirements and clarifications;

·     the PA is in accordance with all conditions of the latest version at the time of GSC of applied methodology CDM methodology ACM0002 – Grid-connected electricity generation from renewable sources – version 21.0;

·     the global and local stakeholders’ consultation has been performed in accordance with host country and GCC requirements;

·     the additionality of the PA was correctly demonstrated;

·     the monitoring plan is transparent, adequate and it is in accordance with the applied methodology;

·     all information has been consistently applied in the PSF;

·     the PA is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and is likely to achieve Environmental No-net-harm Label (E+), Social No-net-harm Label (S+) and to contribute to the achievement of United Nations Sustainable Development Goals (SDGs);

·     the PA complies with all the applicable requirements of the GCC Program and ICAO’s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units. Therefore, it is requested to GCC Steering Committee to append CORSIA Certification label (C+) to this project when the Host Country Attestation on Double Counting required by CORSIA is provided during the emission reduction verification;

·     the PA is likely to achieve the estimated of 120,137 tCO2e per year
