Project Brief

Vivoratá Wind Farm project (hereinafter referred to as VWF or the Project) is a Greenfield wind power plant owned by Luz de Tres Picos S.A. (LTP) a subsidiary of PCR (https://www.pcr.energy/en/home[1]en/). It is located in the department of Mar Chiquita, Province of Buenos Aires, in the central east of Argentina and connected to the Argentine Interconnection System (hereinafter referred to as the SADI, from the Spanish “Sistema Argentino de Interconexión”). The Project total installed capacity is 400.5 MW consisting of 89 Vestas V150 wind turbines of 4.5 MW each one. VWF will be a significant contribution to the diversification of the Argentine energy matrix with non-conventional renewable energy sources. In this regard, it is important to mention that despite Argentina’s great wind potential, by the end of 2022 wind power plants only represented 7.7% of Argentina installed capacity, according to Wholesale Electricity Market Administration Company (hereinafter referred to as CAMMESA, due to its name in Spanish “Compañía Administradora del Mercado Mayorista Eléctrico Sociedad Anónima”) 2022 annual report.

Additional Information

The estimated annual average GHG emissions reductions generated by the project are 540,194 tCO2e/year and the total GHG emissions reductions are 5,401,945 tCO2e during the 10 years crediting period.

Opinion

LGAI Technological Center, S.A. (Applus+ Certification) has been contracted by Luz de Tres Picos S.A. to perform the project verification of the " Vivoratá Wind Farm Project". The verification was performed in accordance with the GCC Project standard, GCC program manual and host country criteria, as well as criteria given to provide for consistent project operations, monitoring and reporting.

The review of the project submission form and the subsequent follow-up interviews have provided us with sufficient evidence to determine the fulfilment of the stated criteria. In our opinion, the project meets all relevant GCC criteria and all relevant host country criteria. The project correctly applies methodology ACM0002 version 22.0.

The Project activity is not likely to cause any net-harm to the environment and/or society and complies with the environmental and Social Safeguard Standard, and therefore requests the GCC Steering Committee to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net-harm Label (S+).

The Project activity is likely to contribute to the achievement of United Nations Sustainable Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 6 SDGs, which is likely to achieve the silver SDG certification label (SDG+).

The emission reduction forecast has been checked and it is deemed likely that the stated amount is achieved given the underlying assumptions do not change. The monitoring plan provides for the monitoring of the project's emission reductions. The monitoring arrangements described in the monitoring plan are feasible within the project design and it is confirmed that the project owners can implement the monitoring plan.

Applus+ Certification concludes that the GCC Project "Vivoratá Wind Farm Project", as described in the approved revised PSF Version 7, 23/03/2026, meets all relevant requirements for GCC project activities. The verification is conducted in line with the GCC VVS 3.1 requirements. The Project is expected to be implemented according to selected monitoring methodology and the monitoring plan contained in the approved revised PSF.
