Project Brief

The purpose of this bundled project activity is to generate electricity by harnessing the solar energy by using of solar photovoltaic technology and there by feed the generated electricity to the Indian national grid.

Bundled project activity involves installation of four Solar photovoltaic power generation projects in Assam at four locations with installed capacities of 25 MW, 25 MW, 15 MW and 25 MW each with total project capacity of 90 MW. The projects are installed in Udalguri, Kamrup, Nagaon & Cachar district, Assam state in India. The Project activity has installed the Solar photovoltaic based Panels to convert the available solar radiation into the DC power and there by installed the Inverters to convert the DC power to the AC Power. 

Additional Information

The project will replace anthropogenic emissions of greenhouse gases (GHG’s) estimated to be approximately 147,981 tCO2e per year, thereon displacing estimated average of 158,951 MWh/year amount of electricity over the crediting period of 10 years from the generation-mix of power plants connected to the Indian grid. Project activity will mitigate the total GHG emission reductions of 1,479,818 tCO2e over the entire crediting period.

Opinion

LGAI Technological Center S.A. (Applus+ Certification) has performed a verification of the “90 MW Bundled Solar Project in Assam”. The verification is performed on the basis of GCC criteria project verification standard, Version 3.1 for the project activity, GCC guideline and host country criteria, as well as criteria given to provide for consistent project operations, monitoring and reporting.
The review of the final version of GCC PSF and the subsequent onsite audit / follow-up interviews has provided Applus+ Certification with sufficient evidence to determine the fulfilment of stated criteria. In our opinion, the project meets all relevant GCC project standard requirements for the GCC. The project will hence be recommended by LGAI Technological Center S.A. (Applus+ Certification) for registration with the GCC.
The Project activity is not likely to cause any net-harm to the environment and/or society and complies with the environmental and Social Standard, and therefore requests the GCC Steering Committee to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net-harm Label (S+).  
The Project activity is likely to contribute to the achievement of United Nations Sustainability Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 3 SDGs, which is likely to achieve the silver SDG certification label (SDG+). 
The Project Activity complies with all the applicable requirement of the GCC Program and ICAO’s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units, as per Clarification No 01, v1.3 paragraph 21-23, and the ACCs expected to be issued during the crediting period is likely to be CORSIA eligible and can be used by International Airlines for offsetting their emissions during all phases of CORSIA and therefore requests GCC Steering Committee to append CORSIA Certification label (C+) to this project.
By displacing fossil fuel-based electricity with electricity generated from a renewable source, the project results in reductions of CO2 emissions that are real, measurable and give long-term benefits to the mitigation of climate change. Emission reductions attributable to the project are hence additional to any that would occur in the absence of the project activity. Given that the project is implemented as designed, the project is likely to achieve the estimated amount of annual emission reductions of 147,981 tCO2e per year.
The verification has been performed following the requirements of the latest version of GCC verification standard, Version 03.1, GCC Project Standard, version 03.1, ACM0002: Large-scale Consolidated Methodology: Grid-connected electricity generation from renewable sources version 21.0 and on the basis of the contractual agreement. 
In detail the conclusions can be summarized as follows:
-    The project does not result in negative social, environmental and/or economic impacts.
-    The project contribution to Environment, Social Development and Economic and technological development
-    The project additionality is sufficiently justified in the GCC PSF.
-    Conservative assumptions were applied in the project description.
-    The monitoring plan of SDG parameters is transparent and adequate.
-    The project meets the local stakeholder consultation requirements.
The conclusions of this report show, that the project, as it was described in the project documentation, is in line with all criteria applicable for the verification.
