Project Brief | Guangxi Fuchuan Changchun 49.5MW Wind Power Project is a wind power project with total installed capacity of 49.5MW. The project is invested and operated by Fuchuan New Energy Wind Power Co., Ltd. The project locates in Mailing Town, Fuchuan County, Hezhou City, Guangxi Province in P.R. China. The purpose of the project is to utilize the wind energy at the project site to generate and supply electricity to China Southern Power Grid (CSG). The project is expected to supply an annual average of 95,646 MWh of zero-emission electricity to CSG during the fixed 10-year crediting period, which will replace power generation of those fossil fuel-fired power plants delivered to the CSG under the baseline scenario. The project is expected to achieve a green-house gas emission reduction of 62,791 tCO2e annually. The total emission reductions during the fixed 10-year crediting period will be 627,910 tCO2e. |

Opinion | The GCC Project Verifier CTI Certification Co., Ltd (CTI), has verified and certify that the GCC Project Activity Guangxi Fuchuan Changchun 49.5MW Wind Power Project: (a). has correctly described the Project Activity in the Project Submission Form (version 6.0, dated 10/03/2025) including the applicability of the approved methodology ACM0002, version 20.0 and meets the methodology applicability conditions, is additional and is expected to achieve the forecasted real and additional GHG emission reductions, complies with the monitoring methodology, has appropriately conducted local and global stakeholder consultation processes and has calculated emission reduction estimates correctly and conservatively; (b). is likely to generate GHG emission reductions amounting to the estimated 62,791tCO2eq/annum, as indicated in the PSF, which are additional to the reductions that are likely to occur in absence of the Project Activity and complies with all applicable GCC rules, including ISO 14064-2 and ISO 14064-3, and therefore requests the GCC Program to register the Project Activity; (c). is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and therefore requests the GCC Program to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net harm Label (S+); and (d). is likely to contribute to the achievement of United Nations Sustainability Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 3 SDGs, which is likely to achieve the Silver SDG certification label (SDG+). (e). The Project Activity complies with all the applicable requirements of the GCC Program and ICAO‘s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units for the pilot phase, as per Standard on CORSIA Eligibility of Projects andIssuances and the latest ICAO decision, the ACCs expected to be issued during the monitoring period till 31/12/2020 is likely to be CORSIA eligible and can be used by International Airlines for offsetting their emissions during pilot phase of CORSIA and therefore requests GCC Steering Committee to append CORSIA Certification label (C+) to this project for the pilot phase only.
