TThe proposed project activity is promoted by OCB Foods and Feeds Private Limited (henceforth referred as OCB) in their plant located at Parwanipur – 4, Bara, Nepal. The purpose of the project activity is to supply thermal and electrical energy to meet the process requirements. OCB would install one 16 TPH husk fired boiler with 2200 kW turbo-alternator set and two thermic fluid heater of 6 lakhs and 4 lakhs kCal capacity to cater to the electricity, steam and heat demand of the process of OCB. Apart from that OCB is planning to set up one additional 8 TPH boiler as a buffer system which would operate as and when required. The plant is expected to generate about 108,960 MT of process steam, 15.312 GWh of electricity and 31.65 TJ heat energy per annum. The generated thermal energy and electricity would be used for captive purpose. Project activity does not have provision to sell electricity to grid or supply steam to other facilities nearby.

Additional Information

The project activity thus reduces 367,210 tCO2e greenhouse gas (GHG) emissions by avoiding fossil fuel combustion for steam and power generation during the entire crediting period of the project (10 years). Annual average emission reductions from the project activity would be 36,721 tCO2e.

VERIFICATION OUTCOME
Opinion

LGAI Technological Center S.A. (Applus+ Certification) has performed a verification of the “Biomass based co-generation and thermal energy generation of OCB Foods and Feeds Private Limited, Nepal.”. The verification is performed on the basis of GCC criteria project verification standard, Version 3.1 for the project activity, GCC guideline and host country criteria, as well as criteria given to provide for consistent project operations, monitoring and reporting.

The review of the final version of GCC PSF and the subsequent onsite visit / follow-up interviews has provided Applus+ Certification with sufficient evidence to determine the fulfillment of stated criteria. In our opinion, the project meets all relevant GCC project standard requirements for the GCC. The project will hence be recommended by LGAI Technological Center S.A. (Applus+ Certification) for registration with the GCC.

The Project activity is not likely to cause any net-harm to the environment and/or society and complies with the environmental and Social Standard, and therefore requests the GCC Steering Committee to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net-harm Label (S+). 

The Project activity is likely to contribute to the achievement of United Nations Sustainability Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 3 SDGs, which is likely to achieve the Platinum SDG certification label (SDG+).

The Project Activity complies with all the applicable requirement of the GCC Program and ICAO’s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units, as per Clarification No 1., v1.1 paragraph 21-23, and the ACCs expected to be issued during the crediting period is likely to be CORSIA eligible and can be used by International Airlines for offsetting their emissions during all phases of CORSIA and therefore requests GCC Steering Committee to append CORSIA Certification label (C+) to this project.

By displacing fossil fuel-based electricity with electricity generated from a renewable source, the project results in reductions of CO2 emissions that are real, measurable and give long-term benefits to the mitigation of climate change. Emission reductions attributable to the project are hence additional to any that would occur in the absence of the project activity. Given that the project is implemented as designed, the project is likely to achieve the estimated amount of annual emission reductions of 36,721 tCO2e per year.

The verification has been performed following the requirements of the latest version of GCC verification standard, Version 03.1, GCC Project Standard, version 03.1 and on the basis of the contractual agreement.

In detail the conclusions can be summarized as follows:

-         The project does not result in negative social, environmental and/or economic impacts.

-         The project contribution to Environment, Social Development and Economic and technological development

-         The project additionality is sufficiently justified in the GCC PSF.

-         Conservative assumptions were applied in the project description.

-         The monitoring plan of SDG parameters is transparent and adequate.

-         The project meets the local stakeholder consultation requirements.

The conclusions of this report show, that the project, as it was described in the project documentation, is in line with all criteria applicable for the verification.
