Project Brief

The propose project activity involves installation and operation of 50MW wind power project located in Deh Kalar Sarkari (Bhambore, Gharo), Taluka Mirpur Sakro, District Thatta, Sindh Province of Pakistan. The purpose of the proposed project activity is to harness wind energy potential to generate renewable electricity. The net generated electricity from the project activity is supplied to grid, in the absence of the project activity equivalent amount of electricity would have been generated by the operation of grid mix power plants, which is dominated by fossil fuel-based power plants, thereby the project activity reduces the anthropogenic emissions of greenhouse gases (GHGs) in to the atmosphere. The project activity is a Greenfield project activity with no power generation facility existing at the project site in the pre-project scenario.

As established, the baseline scenario for the project activity is same as continuation of the pre-project scenario wherein equivalent amount of electricity shall be generated from carbon intensive grid. The project activity will thus reduce the anthropogenic emissions of Green House Gases (GHGs) in to the atmosphere associated with the equivalent amount of electricity generation from the fossil fuel based grid connected power plants. It is estimated that the project activity will affect a cumulative GHG emission reduction of 926,900 tCO2e over 10-year period of project activity with average annual reduction of 92,690 tCO2e and average electricity generation of 160,396 MWh per year.

VERIFICATION OUTCOME
Opinion

The GCC Project Verifier, KBS Certification Services Limited, has verified and certified that the GCC Project Activity – ‘Zephyr Power Limited - 50 MW Wind Power Project:

(a)   has correctly described the Project Activity in the Project Submission Form (version 3 ), dated 28/08/2023 including the applicability of the approved methodology ACM0002: Grid-connected electricity generation from renewable sources - Version 21.0 and meets the methodology applicability conditions, is additional and is expected to achieve the forecasted real measurable and additional GHG emission reductions, complies with the monitoring methodology, has appropriately conducted local and global stakeholder consultation processes and has calculated emission reduction estimates correctly and conservatively;

(b)   is likely to generate GHG emission reductions amounting to the estimated 93,398 tCO2eq annual average, as indicated in the PSF, which are additional to the reductions that are likely to occur in absence of the Project Activity and complies with all applicable requirement of the GCC Program and ICAO’s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units, as per Clarification No 1., v1.2 paragraph 21-23, and the ACCs expected to be issued during the crediting period is likely to be CORSIA eligible and can be used by International Airlines for offsetting their emissions during all phases of CORSIA, therefore requests GCC Steering Committee to append CORSIA Certification label (C+) to this project, including ISO 14064-2 and ISO 14064-3, and therefore requests the GCC Program to register the Project Activity;

(c)    is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and therefore requests the GCC Program to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net-harm Label (S+); and

(d)   is likely to contribute to the achievement of United Nations Sustainabile Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 5 SDGs, which is likely to achieve the Platinum SDG certification label (SDG+).
