Project Brief

The Purpose of this bundled project activity is to generate electricity by harnessing the solar energy by using of solar photovoltaic technology and wind energy by using the wind technology and thereby feed the generated electricity to the Indian national grid. Project activity involves installation of 100 MW solar project in Andhra Pradesh, 40 MW solar project in Bihar, 84 MW solar project in Karnataka, 99 MW solar project in Tamil Nadu and a 100 MW wind project in Andhra Pradesh. Thus, the total project capacity comes to 423 MW. The solar projects have been implemented by Walwhan Renewable Energy Limited whereas, the wind project has been implemented by Tata Power Renewable Energy Limited.

Additional Information

The project will replace anthropogenic emissions of greenhouse gases (GHG’s) estimated to be approximately 757,391 tCO2e/year, thereon displacing estimated average of 813,961 MWh/year amount of electricity from the generation-mix of power plants connected to the Indian grid, which is mainly dominated by thermal/fossil fuel based power plant. Project activity will mitigate the total GHG emission reductions of 7,573,906 tCO2e over the entire crediting period.

VERIFICATION OUTCOME
Opinion

LGAI Technological Center S.A. (Applus+ Certification) has performed a verification of the “Renewable Wind and Solar Project by the Tata Power Group”. The verification is performed on the basis of GCC criteria project verification standard, Version 3.1 for the project activity, GCC guideline and host country criteria, as well as criteria given to provide for consistent project operations, monitoring and reporting.

The review of the final version of GCC PSF and the subsequent Onsite Visit / follow-up interviews has provided Applus+ Certification with sufficient evidence to determine the fulfillment of stated criteria. In our opinion, the project meets all relevant GCC project standard requirements for the GCC. The project will hence be recommended by LGAI Technological Center S.A. (Applus+ Certification) for registration with the GCC.

By displacing fossil fuel-based electricity with electricity generated from a renewable source, the project results in reductions of CO2 emissions that are real, measurable and give long-term benefits to the mitigation of climate change. Emission reductions attributable to the project are hence additional to any that would occur in the absence of the project activity. Given that the project is implemented as designed, the project is likely to achieve the estimated amount of annual emission reductions of 757,391 tCO2e per year.

The verification has been performed following the requirements of the latest version of GCC verification standard, Version 03.1, GCC Project Standard, version 03.1 and on the basis of the contractual agreement.

In detail the conclusions can be summarized as follows:

-            The project does not result in negative social, environmental and/or economic impacts.

-            The project contribution to Environment, Social Development and Economic and technological development

-            The project additionality is sufficiently justified in the GCC PSF.

-            The Project has correctly described the Project Activity in the Project Submission Form including the applicability of the approved methodology ACM0002, version 21.0 and meets the methodology applicability conditions, is additional and is expected to achieve the forecasted real measurable and additional GHG emission reductions, complies with the monitoring methodology, has appropriately conducted local and global stakeholder consultation processes and has calculated emission reduction estimates correctly and conservatively;

-            The Project is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and therefore requests the GCC Program to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net-harm Label (S+); and

-            The monitoring plan of SDG parameters is transparent and adequate.

-            The project meets the local stakeholder consultation requirements.

-            The project is likely to contribute to CORSIA Eligible Emission Units and has CORSIA Label (C+) certification valid till 31 December 2020. A written attestation from the Host country on double counting is not required until 31 December 2020 and the project was found meeting the applicable requirements prescribed by ICAO.

The conclusions of this report show, that the project, as it was described in the project documentation, is in line with all criteria applicable for the verification.
