Project Brief

The project involves installation of Solar Photovoltaic (SPV) Panels on rooftops on Commercial and Government buildings in various states of India by VSV Renewables Private Limited (Subsidiary of Fourth Partner Energy Private Limited). All the rooftop solar panel units involved in the project are implemented under RESCO model where VSV Renewables Private Limited (Subsidiary of Fourth Partner Energy Private Limited) acts as a RESCO (Renewable Energy Service Company).

 

Being the RESCO, VSV Renewables Private Limited (Backed by Fourth Partner Energy Private Limited) has developed, installed, financed, operates and owns the rooftop solar power units and supplies power generated from the project to the consumers on whose premises the rooftop SPV panels are set up. The building owners are the customers of the power generated from the rooftop solar panels who purchase the power from Fourth Partner Energy Limited under long term power purchase agreements.

 

The purchased power by the customers is either consumed/utilized by the customers for in the buildings premises or injected to the grid of the Distribution Utility under the mechanism of net metering. In the absence of the project activity, the equivalent amount of power would have been supplied by the Indian grid, which is fed mainly by fossil fuel fired plants.

 

The project is expected to generate approx. 167,795 MWh of electricity during the 10 years crediting period. And expected to generate average 16,779 MWh per year.

Additional Information

The annual estimated emission reductions over crediting period are 15,613 tCO2/year. The estimated emission reductions achieved for the entire crediting period of 10 years are 156,133 tCO2e.

VERIFICATION OUTCOME
Opinion

LGAI Technological Center S.A. (Applus+ Certification) has performed a verification of the “Solar rooftop Projects 2 by fourth partner”. The verification is performed on the basis of GCC criteria project verification standard, Version 3.1 for the project activity, GCC guideline and host country criteria, as well as criteria given to provide for consistent project operations, monitoring and reporting.

The review of the final version of GCC PSF and the subsequent remote audit / follow-up interviews has provided Applus+ Certification with sufficient evidence to determine the fulfillment of stated criteria. In our opinion, the project meets all relevant GCC project standard requirements for the GCC. The project will hence be recommended by LGAI Technological Center S.A. (Applus+ Certification) for registration with the GCC.

The Project activity is not likely to cause any net-harm to the environment and/or society and complies with the environmental and Social Standard, and therefore requests the GCC Steering Committee to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net-harm Label (S+). 

The Project activity is likely to contribute to the achievement of United Nations Sustainability Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 3 SDGs, which is likely to achieve the Platinum SDG certification label (SDG+).

The Project Activity complies with all the applicable requirement of the GCC Program and ICAO’s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units, as per Clarification No 1., v1.1 paragraph 21-23, and the ACCs expected to be issued during the crediting period is likely to be CORSIA eligible and can be used by International Airlines for offsetting their emissions during all phases of CORSIA and therefore requests GCC Steering Committee to append CORSIA Certification label (C+) to this project.

By displacing fossil fuel-based electricity with electricity generated from a renewable source, the project results in reductions of CO2 emissions that are real, measurable and give long-term benefits to the mitigation of climate change. Emission reductions attributable to the project are hence additional to any that would occur in the absence of the project activity. Given that the project is implemented as designed, the project is likely to achieve the estimated amount of annual emission reductions of 15,613 tCO2e per year.

The verification has been performed following the requirements of the latest version of GCC verification standard, Version 03.1, GCC Project Standard, version 03.1 and on the basis of the contractual agreement.

In detail the conclusions can be summarized as follows:

-            The project does not result in negative social, environmental and/or economic impacts.

-            The project contribution to Environment, Social Development and Economic and technological development

-            The project additionality is sufficiently justified in the GCC PSF.

-            Conservative assumptions were applied in the project description.

-            The monitoring plan of SDG parameters is transparent and adequate.

-            The project meets the local stakeholder consultation requirements.

The conclusions of this report show, that the project, as it was described in the project documentation, is in line with all criteria applicable for the verification.
