Bureau Veritas (India) Private Limited (BVIL) has performed a Verification of the “BT1 Windfarm” Project
Activity in host country Vietnam. The Verification was performed on the basis of GCC, UNFCCC and host
country criteria and also on the criteria given to provide for consistent project operations, monitoring and
reporting. The Verification consisted of the following three phases: i) a desk review of the project design
and the baseline and monitoring plan; ii) follow-up interviews with project stakeholders; iii) the resolution of
outstanding issues and the issuance of the final Verification report and opinion.
Project Owner (PO) used the latest tool for demonstration of the additionality. In line with this tool, the PSF
provides analysis of investment, technological and other barriers to determine that the project activity itself
is not the baseline scenario.
By the description of the project as provided in earlier sections of the Verification report, the project is likely
to result in reductions of GHG emissions partially. An analysis of the investment and technological barriers
demonstrates that the proposed project activity is not a likely baseline scenario. GCCVERs attributable to
the project are hence additional to any that would occur in the absence of the project activity. Given that
the project is implemented and maintained as designed, the project is likely to achieve the estimated
amount of GCC VERs, viz; 215,905 tCO2e per annum.
The review of the Project Submission Form (version 3.1) and the subsequent follow-up interviews have
provided Bureau Veritas (India) Private Limited with sufficient evidence to determine the fulfilment of stated
criteria. In our opinion, the project activity correctly applies and meets the relevant GCC & UNFCCC
requirements for the GCC and the relevant host country criteria as confirmed below. BVIL thus requests
registration of “BT1 Windfarm” as a GCC project activity.
