Project Brief

The purpose of this project activity is to generate electricity by harnessing wind energy through the deployment of wind power technology. The project involves the installation of a 100 MW wind power plant in Andhra Pradesh, implemented by Tata Power Renewable Energy Limited without undergoing any bidding or tendering process.
The project has been commissioned in a phased manner, is currently operational, and is connected to the Indian National Grid. The Project Owner has signed a Power Purchase Agreement (PPA) with the Southern Power Distribution Company of Andhra Pradesh Limited (APSPDCL), through which the electricity generated from the project is supplied to the grid.

Additional Information

The annual average net electricity generation from the project activity is estimated to be 202,984 MWh/annum. By displacing this amount electricity from fossil-fuel based power plants, the project activity is expected to reduce 174,809 tCO2e GHG emissions annually and 1,748,095 tCO2e over the entire crediting period.

Opinion

LGAI Technological Center S.A. (Applus+ Certification) has performed a verification of the “Renewable Wind and Solar Project by the Tata Power Group”. The verification is performed on the basis of GCC criteria project verification standard, Version 4.0 for the project activity, GCC guideline and host country criteria, as well as criteria given to provide for consistent project operations, monitoring and reporting.
The review of the final version of GCC PSF and the subsequent Onsite Visit / follow-up interviews has provided Applus+ Certification with sufficient evidence to determine the fulfillment of stated criteria. In our opinion, the project meets all relevant GCC project standard requirements for the GCC. The project will hence be recommended by LGAI Technological Center S.A. (Applus+ Certification) for registration with the GCC.
By displacing fossil fuel-based electricity with electricity generated from a renewable source, the project results in reductions of CO2 emissions that are real, measurable and give long-term benefits to the mitigation of climate change. Emission reductions attributable to the project are hence additional to any that would occur in the absence of the project activity. Given that the project is implemented as designed, the project is likely to achieve the estimated amount of annual emission reductions of 174,809 tCO2e per year.
The verification has been performed following the requirements of the latest version of GCC verification standard, Version 4.0, GCC Project Standard, version 3.1 and on the basis of the contractual agreement.
In detail the conclusions can be summarized as follows:
- The project does not result in negative social, environmental and/or economic impacts.
- The project contribution to Environment, Social Development and Economic and technological development
- The project additionality is sufficiently justified in the GCC PSF.
- The Project has correctly described the Project Activity in the Project Submission Form including the applicability of the approved methodology ACM0002, version 22.0 and meets the methodology applicability conditions, is additional and is expected to achieve the forecasted real measurable and additional GHG emission reductions, complies with the monitoring methodology, has appropriately conducted local and global stakeholder consultation processes and has calculated emission reduction estimates correctly and conservatively;

-  The Project is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and therefore requests the GCC Program to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net-harm Label (S+); and
- The monitoring plan of SDG parameters is transparent and adequate.
- The project meets the local stakeholder consultation requirements.
- As per requirement of ICAO Council on “CORSIA Eligible Emissions Units” from GCC Program for CORSIA First Phase (2024 - 2026 compliance period), only ACCs issued to activities involving grid-connected renewable electricity generation/supply that are estimated to have a maximum output capacity less than 15 megawatts of electricity is eligible for CORSIA compliance. Since the installed capacity of the project is larger than 15MW, the project can only seek for CORSIA (C+) label for the CORSIA pilot phase (2021-2023) for the project monitoring period falling between 01/01/2016 till 31/12/2020.

The conclusions of this report show, that the project, as it was described in the project documentation, is in line with all criteria applicable for the verification.
