Project Brief

CTGR Dunhuang 60MW Solar Power Generation Project (hereafter referred to as the Project) is a
bundled solar PV power project with total installed capacity of 60.7MWp, locates in Dunhuang
Photoelectric Industrial Zone, Jiuquan City, Gansu Province, P.R. China. The project consists of two
projects, i.e. CTGR Dunhuang 30MW Solar Power Project (hereafter referred to as Project A) and
Dunhuang Huihuang 30MW Solar Power Project (hereafter referred to as Project B). Project A is
invested and operated by CTGR Dunhuang Power Generation Co., Ltd. And Project B is invested
and operated by Dunhuang Huihuang Renewable Power Generation Co., Ltd. Both companies are
subsidiaries of China Three Gorges Renewable (Group) Co., Ltd. 
The purpose of the project is to utilize the solar energy at the project site to generate and supply
electricity to Northwest China Power Grid (NWCPG). 

The project is a renewable energy project and is expected to supply an annual average of 85,253 
MWh of zero-emission electricity to NWCPG during the 25 years’ project lifetime, which will replace
power generation of those fossil fuel-fired power plants delivered to the NWCPG under the baseline
scenario. The project is expected to achieve a green-house gas emission reduction of 67,566 tCO2e
annually.

Opinion

Earthood is contracted by Climate Bridge (Shanghai) Ltd. for project verification of the project activity “CTGR Dunhuang 60MW Solar Power Generation Project ” in China. The verification was performed based on rules and requirements defined by GCC for the project activity.

 

The project activity is a bundle solar PV power project, which results in reductions of CO2e emissions that are real, measurable and give long-term benefits to the mitigation of climate change. It is demonstrated that the project is not a likely baseline scenario and the emission reductions attributable to the project are, hence, additional to any that would occur in the absence of the project activity. The project correctly applies the Approved GCC Baseline and Monitoring GCCM001 version 04.0 including applicable CDM Tools and is assessed against latest valid PS, VS and Environment and Social Safeguards Standard, Project-Sustainability-Standard and/or other applicable GCC/CDM Decisions/Tools/Guidance/Forms/clarifications.

The project activity is likely to achieve the anticipated emission reductions stated in the PSF provided the underlying assumptions do not change. The expected emission reductions (annual average) from the project activity are estimated to be 67,566 tCO2e/year over the 10 years crediting period starting from 18/09/2018.  

Earthood has informed the project owners of the verification outcome through the draft verification report and final verification report. The final verification report contains the information with regard to fulfilment of the requirements for verification, as appropriate.

Earthood applied the following verification process and methodology using a competent verification team;

  • the desk review of documents and evidence submitted by the Project Owner in context of the reference GCC rules and guidelines issued,
  • undertaking/conducting remote site visit, interview or interactions with the representative of the project owner,
  • reporting audit findings with respect to clarifications and non-conformities and the closure of the findings, as appropriate
  • preparing a draft verification opinion based on the auditing findings and conclusions
  • technical review of the draft verification opinion along with other documents as appropriate by an independent competent technical review team
  • finalization of the verification opinion (this report) 

Earthood Services Limited (Earthood) has verified and hereby certifies that the GCC project activity “CTGR Dunhuang 60MW Solar Power Generation Project”

a.     has correctly described the Project Activity in the Project Submission Form (version 2.6 dated:20/11/2024) including the applicability of the approved GCC methodology GCCM001  Version 04.0 and meets the methodology applicability conditions, is additional and is expected to achieve the forecasted real and additional GHG emission reductions, complies with the monitoring methodology, has appropriately conducted local and global stakeholder consultation processes and has calculated emission reduction estimates correctly and conservatively;

 

b.     is likely to generate GHG emission reductions amounting to the estimated 67,566 tCO2e per year as indicated in the PSF, which are additional to the reductions that are likely to occur in absence of the Project Activity and complies with all applicable GCC rules, including ISO 14064-2 and ISO 14064-3, and therefore requests the GCC Program to register the Project Activity;

 

c.     is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard. the project level impacts are identified in the PSF for the Environmental and Social Safeguarding with E+ score as 5 and S+ score as 4. Adequate monitoring system is defined and is in-place to monitor these impacts throughout the crediting period. and therefore, requests the GCC Program to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net-harm Label (S+); and

 

d.     is likely to contribute to the achievement of United Nations Sustainable Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 3 SDGs, which is likely to achieve the Silver SDG certification label (SDG+). The project level SDG indicators are defined for each SDG contribution and there is a system in-place to monitor and verify the contribution throughout the crediting period.

 

e.    The Project Activity complies with all the applicable requirement of the GCC Program and ICAO’s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units, as per Clarification No 1., v1.3 paragraph 23-25, and the ACCs expected to be issued from 18/09/2018 to 31/12/2020  is likely to be CORSIA eligible and can be used by International Airlines for offsetting their emissions during the pilot phase of CORSIA and therefore requests GCC Steering Committee to append CORSIA Certification label (C+) to this project. According to the latest decision of the ICAO Council on “CORSIA Eligible Emissions Units”, the project activity claims CORSIA (C+)- Pilot phase label for ACCs issued between 01 January 2016 and 31 December 2020 of the crediting period.  Since the project activity is classified as an A2 Type and has an output capacity exceeding 15 MW, a Host Country Letter of Authorization (HCLOA) is not required for CORSIA-labelled credits generated upto 31 December 2020. However, from January 1, 2021, the CORSIA (C+) label is no longer applicable for the remaining duration of the crediting period.

 

The project is hence being recommended by Earthood for registration with the GCC Steering Committe
