Bilgin Güç Santralleri Enerji Üretim A.Ş. is operating a hydropower plant in Mesudiye district, Ordu province, Turkey. Based on the applied tool, the project boundary is considered as the National Electricity Grid of Turkey. The baseline scenario refers to the energy generation from the fossil fuels.The project includes 3 units. All of them have 20.87 MWm/ 20.45 MWe installed capacity. The total installed capacity is 62.61 MWm / 61.35 MWe. Annual electricity production is expected to be 200,000,000 kWh according to the generation license. Because of avoiding using fossil fuels, greenhouse gas emission reductions can be achieved. The average annual generated electricity is expected to be 200,000 MWh according to the generation license and the emission reduction is estimated around 111,040 tCO2e annually.

Opinion

The GCC Project Verifier EPIC Sustainability Services Private Limited, certifies the following with respect to the GCC Project Activity Topçam Dam and Hydro Power Plant

The Project Owner has correctly described the Project Activity in the Project Submission Form (version 3.0, dated 17/01/2023) including the applicability of the approved methodology ACM0002 – Grid-connected electricity generation from renewable sources – Version 20.0 and meets the methodology applicability conditions and is expected to achieve the forecasted real and additional GHG emission reductions, complies with the monitoring methodology, has appropriately conducted local and global stakeholder consultation processes and has calculated emission reductions estimates correctly and conservatively.

The Project Activity is likely to generate GHG emission reductions amounting to the estimated 111,040 tCO2e/year, as indicated in the PSF, which are additional to the reductions that are likely to occur in absence of the Project Activity and complies with all applicable GCC rules, including ISO 14064-2 and ISO 14064-3.

The Project Activity is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and is likely to achieve the Environmental No-net-harm Label (E+) and Social No-net-harm Label (S+).

The Project Activity is likely to contribute to the achievement of United Nations Sustainable Development Goals (SDGs), complies with the Project Sustainability Standard, and contributes to achieving a total of 5 SDGs, with the Platinum SDG certification label (SDG+).

The Project Activity complies with all the applicable requirements of the GCC Program and ICAO’s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units, as per Clarification No 1., v1.3 paragraph 23-25, and the ACCs expected to be issued during the crediting period is likely to be CORSIA eligible and can be used by International Airlines for offsetting their emissions during all phases of CORSIA and therefore requests GCC Steering Committee to append CORSIA Certification label (C+) to this project.

The Project Activity complies with all the applicable requirement for the Emission Unit Criteria of CORSIA and is issued a CORSIA Label (C+) certification valid till 31 December 2020. A written attestation from the host country’s national focal point is not required till 31 December 2020.
