Project Brief

The purposed bundled project activity is the installation of a new grid-connected 180 MW Solar power plant/unit at a site where no renewable power plant was operating prior to the implementation of the project activity (green-field plant). The project activity is solar power project which is being implemented at Mesanka village, Bhavnagar district, in the state of Gujarat, in India by TATA Power Renewable Energy Limited. The electricity generated from Project Activity is exported to the Indian grid thereby displacing the consumption of electricity from the regional grid electricity distribution system, in the absence of the project activity.

Additional Information

The project activity replaces anthropogenic emissions of greenhouse gases (GHG’s) estimated to be a total of 3,890,243 tCO2e over the total 10 years crediting period or average 389,024 tCO2e/annum, thereon displacing 4,178,466 MWh amount of electricity over the 10-year crediting period or annual average electricity generation over the fixed crediting period of 10 years is 417,845 MWh/year amount of electricity from the generation-mix of power plants connected to the Indian electricity grid, which is mainly dominated by thermal/ fossil fuel-based power plant.

Opinion

LGAI Technological Center S.A. (Applus+ Certification) has performed a verification of the “180 MW Solar Energy Project in Mesanka, Gujarat”. The verification is performed on the basis of GCC criteria project verification standard, Version 3.1 for the project activity, GCC guideline and host country criteria, as well as criteria given to provide for consistent project operations, monitoring and reporting.
The review of the final version of GCC PSF and the subsequent onsite audit / follow-up interviews has provided Applus+ Certification with sufficient evidence to determine the fulfilment of stated criteria. In our opinion, the project meets all relevant GCC project standard requirements for the GCC. The project will hence be recommended by LGAI Technological Center S.A. (Applus+ Certification) for registration with the GCC.
The Project activity is not likely to cause any net-harm to the environment and/or society and complies with the environmental and Social Standard, and therefore requests the GCC Steering Committee to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net-harm Label (S+).
The Project activity is likely to contribute to the achievement of United Nations Sustainability Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 3 SDGs, which is likely to achieve the silver SDG certification label (SDG 7,SDG 8 and SDG13).
As per latest decision by the ICAO Council on “CORSIA Eligible Emissions Units” from GCC Program for CORSIA First Phase (2024 – 2026 compliance period): only ACCs issued to activities involving grid-connected renewable electricity generation/supply that are estimated to have a maximum output capacity lesser than 15 megawatts of electricity (at the time of registration), individually or grouped and Project is of 180 MW which is more than 15 MW, Thus, the project activity does not meet the CORSIA eligibility.
By displacing fossil fuel-based electricity with electricity generated from a renewable source, the project results in reductions of CO2 emissions that are real, measurable and give long-term benefits to the mitigation of climate change. Emission reductions attributable to the project are hence additional to any that would occur in the absence of the project activity. Given that the project is implemented as designed, the project is likely to achieve the estimated amount of annual emission reductions of 389,024  tCO2e per year.
The verification has been performed following the requirements of the latest version of GCC verification standard, Version 03.1, GCC Project Standard, version 03.1 and on the basis of the contractual agreement.
In detail the conclusions can be summarized as follows:
-    The project does not result in negative social, environmental and/or economic impacts.
-    The project contribution to Environment, Social Development and Economic and technological development
-    The project additionality is sufficiently justified in the GCC PSF.
-    Conservative assumptions were applied in the project description.
-    The monitoring plan of SDG parameters is transparent and adequate.
-    The project meets the local stakeholder consultation requirements.
The conclusions of this report show, that the project, as it was described in the project documentation, is in line with all criteria applicable for the verification.
