'The proposed project activity consists in the implementation and operation of a new solar photovoltaic electricity generation facility in the municipality of Serra do Mel, Rio Grande do Norte, Brazil. 

Located approximately 250km from Natal, the state capital, the municipality of Serra do Mel has an area of 620,241km² with a population of 12,225 people.

The project has a total of 226.84 MW installed capacity and  will deliver approximately 675,022 MWh/year of renewable electricity to the National Interconnected System (Sistema Interligado Nacional - SIN). In the baseline, electricity delivered to the grid by the project activity would have been generated by the operation of grid-connected power plants and by the addition of new generation sources, as reflected in the combined margin (CM) calculations. Hence, the project activity will promote GHG emissions reductions by displacing fossil fuel-based electricity generation that would otherwise occur.

Earthood Services Limited was contracted by Voltalia Energia do Brasil Ltda to conduct the verification of GCC project activity “Serra do Mel I and II Renewable Energy Project”, in Brazil. The verification was performed based on rules and requirements defined by GCC for the project activity. 

Earthood Services Limited commenced the verification based on the baseline and monitoring methodology CDM methodology ACM0002 – Grid-connected electricity generation from renewable sources – version 21.0/15/ and draft available PSF.

Earthood Services Limited’s verification approach is based on the understanding of the risks associated with reporting the PA, the monitoring system and the controls to be implemented to mitigate GHG emissions. Earthood Services Limited planned and performed the verification by obtaining evidence, other information and explanations that Earthood Services Limited considered necessary to perform the tasks.

The verification team confirms, based on final version of PSF, that:

·     the PA is in accordance with all relevant host country criteria (Brazil) and GCC Project Standard, Verification Standard, Environment and Social Safeguards Standard, Project Sustainability Standard and all applicable rules, requirements and clarifications/25/;

·     the PA is in accordance with all conditions of the latest version of applied methodology CDM methodology ACM0002 – Grid-connected electricity generation from renewable sources – version 21.0/15/;

·     the global and local stakeholders’ consultation has been performed in accordance with host country and GCC requirements;

·     the additionality of the PA was correctly demonstrated;

·     the monitoring plan is transparent, adequate and it is in accordance with the applied methodology;

·     all information has been consistently applied in the PSF;

·     the PA is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and is likely to achieve Environmental No-net-harm Label (E+), Social No-net-harm Label (S+) and to contribute to the achievement of United Nations Sustainability Development Goals (SDGs);

the PA is likely to achieve the average estimate of 227,699 tCO2e per year.
