Project Brief

The purpose of the project activity is the installation of a new grid-connected 300 MW hybrid solar and wind power plant/unit at a site where no renewable power plant was operating prior to the implementation of the project activity (green-field plant). The project activity is hybrid power project, which is being implemented in Osmanabad, Jalna, Solapur district, Maharashtra, India by TP Saurya Limited (Legal owner). The electricity generated from Project Activity is exported to the Indian grid there by displacing the consumption of electricity from the regional grid electricity distribution system. A Hybrid Power Project shall mean a Project comprising two ‘components’ - one Solar and one Wind Power Project.

Additional Information

The project activity replaces anthropogenic emissions of greenhouse gases (GHG’s) estimated to be a total of 7,706,000 tCO2e over the total 10 years crediting period or average 770,600 tCO2e/annum, thereon displacing 8,239,954 MW amount of electricity over the 10-year crediting period.

Opinion

LGAI Technological Center S.A. (Applus+ Certification) has performed a verification of the “300 MW hybrid project Maharashtra”. The verification is performed on the basis of GCC criteria project verification standard, Version 3.1 for the project activity, GCC guideline and host country criteria, as well as criteria given to provide for consistent project operations, monitoring and reporting.

The review of the final version of GCC PSF and the subsequent Onsite Visit / follow-up interviews has provided Applus+ Certification with sufficient evidence to determine the fulfilment of stated criteria. In our opinion, the project meets all relevant GCC project standard requirements for the GCC.

By displacing fossil fuel-based electricity with electricity generated from a renewable source, the project results in reductions of CO2 emissions that are real, measurable and give long-term benefits to the mitigation of climate change. Emission reductions attributable to the project are hence additional to any that would occur in the absence of the project activity. Given that the project is implemented as designed, the project is likely to achieve the estimated amount of annual emission reductions of 770,600 tCO2e per year.

The verification has been performed following the requirements of the latest version of GCC verification standard, Version 03.1, GCC Project Standard, version 03.1 and on the basis of the contractual agreement.

In detail the conclusions can be summarized as follows:

-        The project does not result in negative social, environmental and/or economic impacts.

-        The project contribution to Environment, Social Development and Economic and technological development

-        The project additionality is sufficiently justified in the GCC PSF.

-        Conservative assumptions were applied in the project description.

-        The monitoring plan of SDG parameters is transparent and adequate.

-        The project meets the local stakeholder consultation requirements.

-        The Project Activity complies with all the applicable requirement of the GCC Program and ICAO’s requirements on CORSIA Emissions Unit Eligibility Criteria and CORSIA Eligible Emissions Units, as per Clarification No 01, v1.3 paragraph 23-25, and the ACCs expected to be issued during the  crediting period is likely to be CORSIA eligible and can be used by  International Airlines for offsetting their emissions during all phases of  CORSIA and therefore request GCC Steering Committee to append  CORSIA Certification label (C+) to this project.; However, Host country Attestation on Double Counting required by CORSIA will provide during the  Emission Reduction verification.

The conclusions of this report show, that the project, as it was described in the project documentation, is in line with all criteria applicable for the verification. The project will hence be recommended by LGAI Technological Center S.A. (Applus+ Certification) for registration with the GCC.
