Carbon Check was contracted by BAKIR ENERJI ELEKTRIK ÜRETIM A.Ş. for project verification of the project activity “KÜREKDAĞI WPP” in Türkiye dated 30/12/2021. The project verification was performed based on rules and requirements defined by GCC for the project activity.

The project activity is a wind power project, which results in reductions of CO2e emissions that are real, measurable and give long-term benefits to the mitigation of climate change. It is demonstrated that the project is not a likely baseline scenario and the emission reductions attributable to the project are, hence, additional to any that would occur in the absence of the project activity. The project correctly applies the approved baseline and monitoring ACM0002 version 21.0 and is assessed against latest valid PS, VS and Environment and Social Safeguards Standard, Project-Sustainability-Standard and/or other applicable GCC/CDM Decisions/Tools/Guidance/Forms.

The project activity is likely to achieve the anticipated emission reductions stated in the PSF provided the underlying assumptions do not change. The expected emission reductions (annual average) from the project activity are estimated to be 44,289 tCO2e/year and 442,885 tCO2e over the remaining crediting period starting from 14/10/2017 to 13/07/2027. Project has been previously registered as I-REC and issued certificates for electricity generation between 01/02/2018 to 21/01/2022 /1/ .The project was registered to I-REC since 01/02/2018. However, the account was cancelled on 21/01/2022, during which a total of 326,588 MWh (2018: 37,631 MWh; 2019: 104,176 MWh; 2020: 107,143 MWh; 2021: 77,638 MWh) were issued as certificates /2/. These issued volumes during the IREC registration period (i.e., 326,588 MWh) will not be claimed over under GCC. The registration to IREC has been cancelled prior to submission to GCC and project owner will not claim any IREC in the future.

Carbon Check has informed the project owners of the project verification outcome through the draft project verification report and final project verification report. The final project verification report contains information with regard to fulfilment of the requirements for project verification, as appropriate.
Carbon Check applied the following verification process and methodology using a competent verification team;
•    the desk review of documents and evidence submitted by the project owner in context of the reference GCC rules and guidelines issued,
•    undertaking/conducting site visit, interview, or interactions with the representative of the project owner,
•    reporting audit findings with respect to clarifications and non-conformities and the closure of the findings, as appropriate
•    preparing a draft verification opinion based on the audit findings and conclusions
•    technical review of the project verification opinion along with other documents as appropriate by an independent competent technical review team
•    finalization of the project verification opinion (this report)
Carbon Check (India) Private Limited (Carbon Check) has verified and hereby certifies that the GCC project activity “KÜREKDAĞI WPP”.

a.    has correctly described the Project Activity in the Project Submission Form  including the applicability of the approved methodology ACM0002 Version 21.0 and meets the methodology applicability conditions, is additional and is expected to achieve the forecasted, real , measurable and additional GHG emission reductions, complies with the monitoring methodology, has appropriately conducted local and global stakeholder consultation processes and has calculated emission reduction estimates correctly and conservatively;
b.    is likely to generate GHG emission reductions amounting to the estimated annual 44,289 tCO2e as indicated in the PSF, which are additional to the reductions that are likely to occur in absence of the Project Activity and complies with all applicable GCC rules, including ISO 14064-2 and ISO 14064-3, and therefore requests the GCC Program to register the Project Activity;
c.    is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and therefore requests the GCC Program to register the Project Activity, which is likely to achieve the requirements of the Environmental No- net-harm Label (E+) and the Social No-net-harm Label (S+); and
d.    is likely to contribute to the achievement of United Nations Sustainable Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of 3 SDGs, which is likely to achieve the Silver SDG certification label (SDG+)
e.    is likely to be eligible for CORSIA (C+) label for the CORSIA pilot phase for the project monitoring period falling till 31/12/2020 except for the duration of issued I-RECs (i.e., from 01/02/2018 to 21/01/2022) in line with the latest decision of ICAO Council on “CORSIA Eligible Emissions Units” from GCC Program for CORSIA First Phase (2024 – 2026 compliance period). 

A certification opinion by Carbon Check endorses that a project is expected to achieve an indicative CORSIA (C+ label) as the project activity complies with the conditions stated in paragraph 21 and 22 of clarification no. 1 of GCC V 1.3 i.e. If GCC Program receives the approval to issue CORSIA eligible units beyond 31 December 2020, the Project owner ensured that there is no double counting for Emission units generated after 31 December 2020. A self-declaration from the Project Owner in the PSF declares that written attestation from the host country’s national focal point or focal point designee will be provided at the earliest opportunity, but prior to submission of requesting issuance to the GCC Program. And project is likely to:

            (a) reduce the forecasted quantity of greenhouse gases (ACC label);
            (b) achieve Environmental No-Net Harm (E+ la©);
            (c) achieve Social No-Net Harm (S+ label); and
            (d) achieve United Nations Sustainability Development Goals (Silver SDG+  label).
Hence, the project is being recommended to GCC Steering Committee for request for registration.
