Project Brief

The project activity is the installation of a new grid-connected 400 MWAC Solar power plant/unit at a site where no renewable power plant was operating prior to the implementation of the project activity (green-field plant). Earlier the project was proposed for 500MW but at later stage the bids was finalized for three bidders and the Letters of Intent (LoI) were issued to the three firms viz. (i) M/s Vikram Solar Pvt. Ltd. for 200 MW, (ii) M/s KEC for 100 MW and (iii) M/s MCNally Bharat for 100 MW, on 09/03/2017 for executing the solar power project of 400 MW capacity and that the detailed contracts were issued on 02/05/2017. The project activity is solar power project which is being implemented in Anantapur, Andhra Pradesh by Andhra Pradesh Power Generation Corporation Limited. The electricity generated from Project Activity is exported to the Indian grid there by displacing the consumption of electricity from the regional grid electricity distribution system.

The electricity generated by the project “Solar Power Project in Andhra Pradesh, India” will thus replace the equivalent amount of electricity generated by the operation of existing grid connected power plants (mostly fossil fuel-based power plants). In this scope, Andhra Pradesh Power Generation Corporation Limited planned to install Solar Panels in with the purpose of contributing to the national economy. The estimated annual average electricity generation by the project activity is 645,175 MWh.

Additional Information

The  project activity will replace anthropogenic emissions of greenhouse gases (GHG’s) estimated to be a total of 6,006,731 tCO2e over the total 10 years crediting period or average 600,673 tCO2e/annum, thereon displacing 6,451,752 MWh amount of electricity over the 10-year crediting period or average of 645,175 MWh/year amount of electricity from the generation-mix of power plants connected to the Indian electricity grid, which is mainly dominated by thermal/ fossil fuel-based power plant.

VERIFICATION OUTCOME
Opinion

LGAI Technological Center S.A. (Applus+ Certification) has performed a verification of the “Solar Power Project in Andhra Pradesh, India”. The verification is performed on the basis of GCC criteria project verification standard, Version 3.1 for the project activity, GCC guideline and host country criteria, as well as criteria given to provide for consistent project operations, monitoring and reporting.

The review of the final version of GCC PSF and the subsequent Onsite Audit/ follow-up interviews has provided Applus+ Certification with sufficient evidence to determine the fulfillment of stated criteria. In our opinion, the project meets all relevant GCC project standard requirements for the GCC. The project will hence be recommended by LGAI Technological Center S.A. (Applus+ Certification) for registration with the GCC.

By displacing fossil fuel-based electricity with electricity generated from a renewable source, the project results in reductions of CO2 emissions that are real, measurable and give long-term benefits to the mitigation of climate change. Emission reductions attributable to the project are hence additional to any that would occur in the absence of the project activity. Given that the project is implemented as designed, the project is likely to achieve the estimated amount of annual emission reductions of 600,673 tCO2e per year.

The verification has been performed following the requirements of the latest version of GCC verification standard, Version 03.1, GCC Project Standard, version 03.1 and on the basis of the contractual agreement.

In detail the conclusions can be summarized as follows:

-            The project does not result in negative social, environmental and/or economic impacts.

-            The project contribution to Environment, Social Development and Economic and technological development

-            The project additionality is sufficiently justified in the GCC PSF.

-            Conservative assumptions were applied in the project description.

-            The monitoring plan of SDG parameters is transparent and adequate.

-            The project meets the local stakeholder consultation requirements.

      The conclusions of this report show, that the project, as it was described in the project documentation, is in line with all criteria applicable for the verification.
