Project Brief

Yanji Municipal Solid Waste Incineration For Power Generation Project in Jilin Province (hereinafter referred to as the Project), which is located in Xiaoying Village, Xiaoying Town, Yanji City, Jilin Province, P.R. China, is developed by Yanji Tianying Eco-Energy Co., Ltd. The purpose of the Project is to dispose the MSW in the area of Yanji City by incineration, and simultaneously recovering the energy for power generation. The Project will dispose around 292000tonnes of municipal solid waste (MSW) per year through grate furnace incineration technology. The installed capacity of the Project is 15MW (1×15MW) and the estimated electricity supplied by the Project is 75656.08 MWh.

Prior to the Project, the MSW of Yanji City is treated at the landfill site, where the landfill gas (LFG) will be released directly to the atmosphere without collection or utilization. Equivalent amount of annual power output will be generated and supplied by Northeast China Power Grid (hereinafter referred to as NECPG) which the Project is connected to. This is the same as the baseline scenario of the Project.

VERIFICATION OUTCOME
Opinion

The GCC Project Verifier [Shenzhen CTI International Certification Co., Ltd (CTI)], has verified and certifying that the GCC Project Activity:

(a) has correctly described the Project Activity in the Project Submission Form (version 3.0, dated 29/10/2023) including the applicability of the approved methodology [ACM0022: “Alternative waste treatment processes” (Version 03.0)] and meets the methodology applicability conditions, is additional and is expected to achieve the forecasted real and additional GHG emission reductions, complies with the monitoring methodology, has appropriately conducted local and global stakeholder consultation processes and has calculated emission reduction estimates correctly and conservatively;

is likely to generate GHG emission reductions amounting to the estimated [617,800] tCO2e, as indicated in the PSF, which are additional to the reductions that are likely to occur in absence of the Project Activity and complies with all applicable GCC rules, including ISO 14064-2 and ISO 14064-3, and therefore requests the GCC Program to register the Project Activity;

(b) is not likely to cause any net-harm to the environment and/or society and complies with the Environmental and Social Safeguards Standard, and therefore requests the GCC Program to register the Project Activity, which is likely to achieve the requirements of the Environmental No-net-harm Label (E+) and the Social No-net harm Label (S+); and

(c) is likely to contribute to the achievement of United Nations Sustainability Development Goals (SDGs), comply with the Project Sustainability Standard, and contribute to achieving a total of [6] SDGs (SDG  7, 8, 9,11,12,13), which is likely to achieve the [Platinum] SDG certification label (SDG+).

(d) The Project Activity complies with all the applicable requirement for the requirement of CORSIA and is issued a CORSIA Label (C+) certification valid till 31 December 2020. And a written attestation from the host country’s national focal point is not required till 31 December 2020.
